The Cosmetic Ingredient Review Expert Panel assessed rosemary-derived cosmetic ingredients and concluded they are safe as used in cosmetics when formulated to be nonsensitizing; the review notes rosemary-derived ingredients are commonly reported to function as skin-conditioning or fragrance ingredients. Rosemary extracts are also widely studied for antioxidant activity, largely associated with phenolic diterpenes and phenolic acids; however, ingredient-level antioxidant evidence should not be presented as guaranteed finished-product anti-aging efficacy without formula-specific testing.
